Manual Bulletins 2026: Manual of Rules and Rates, Ontario

Facility Association's 2026 bulletins to its Ontario Manual of Rules and Rates, the rates and rules of the residual market for automobile insurance in Ontario. Each bulletin announces an update FA is implementing for new business and renewals — revised rates with the overall change, rule changes, rate group tables — and most attach a summary of approved rule changes setting each rule's current wording beside its approved wording. The bulletins are distributed by the Servicing Carrier, to whom enquiries are addressed.

Various Rule Changes effective January 1, 2027 (New Business and Renewals)

  • October 2026: various rule changes in the Commercial and Driver's Policy sections, with a summary of approved rule changes (e.g. Rule 207.J rating class for truckmen, Rules 708 and 709 on the Driver's Policy).

2026 Private Passenger CLEAR Rate Group Tables effective December 1, 2026 (New Business and Renewals)

  • August 2026: the 2026 Private Passenger CLEAR rate group tables, with a range of 11–42 for Accident Benefits rate groups.

Revised PPV and CV Rate Change + Various Rule Changes effective October 1, 2026 (NB) and November 1, 2026 (Renewals)

  • August 2026: revised Private Passenger Vehicle rates, an overall change of +8.7%, and revised Commercial Vehicle rates, an overall change of +8.6%; rates may vary with individual policy circumstances.
  • Various rule changes in the Private Passenger, Commercial, Public and Driver's Policy sections, summarized with each change's premium impact on existing policies (beginning with the General Section's service fee schedule).

Private Passenger Rule Changes Effective August 1, 2026 (New Business and Renewals)

  • March 2026: a review of the FARM Private Passenger rules to simplify, streamline and harmonize underwriting rules across all jurisdictions, with a summary of approved rule changes (including Rule 100, Filed Underwriting Rules).

Accident Benefit Reform and Various Rule Changes effective July 1, 2026 (New Business and Renewals)

  • March 2026: the new Ontario reform of accident benefits (O. Reg. 34/10, Statutory Accident Benefits Schedule); the new standard SABS endorsement (OPCF 47R and OEF 47R); Gender X (Class 04); a changed threshold for a non-chargeable accident; and rate pages updated for the accident benefit changes.

Revised Interurban Rates effective June 1, 2026 (New Business and Renewals)

  • March 2026: revised Interurban Vehicle rates, an overall change of −4.7%.
